Proposed EV Ordinance Aims to Modernize Transport in Davao City

DAVAO CITY EYES STRONGER EV PROGRAM WITH NEW INCENTIVES

DAVAO CITY – The Davao City Council is moving forward with a proposed ordinance designed to expand the use of electric vehicles (EVs) and promote eco-friendly transportation in Davao City.

Introduced by Councilor Temujin Ocampo, the measure lays out a broad incentive scheme for stakeholders in the EV sector, including manufacturers, sellers, transport operators, charging station developers, and recycling firms. Among the proposed benefits are multi-year local tax exemptions, discounted registration costs, streamlined permit processing, and designated parking perks for EV users.

The proposal also emphasizes the rollout of charging infrastructure, responsible battery disposal, and recycling systems, including a required take-back program for used EV batteries in line with environmental standards.

To ensure proper rollout, a dedicated monitoring body will be formed, alongside a sustainability fund intended to support program implementation, infrastructure development, and public awareness efforts.

Councilor Ocampo, express hope the measure would be approved by the end of May, adding that it supports the push for environmentally sound, modernized transport under the administration of Mayor Sebastian "Baste" Duterte.

Once enacted, the ordinance is expected to accelerate the city’s transition to cleaner transport and attract investments in the growing EV industry.
